Omo Oaiya

Omo Oaiya is the Chief Strategy Officer of the West and Central Research and Education Network (WACREN).  He was the pioneer CTO of the RREN and continues to work on the technical development of high-capacity Internet network infrastructure for research and education.  Before WACREN, he was CEO of Datasphir, a private sector consultancy offering software
development and project management support to research and academic institutions in Nigeria and other parts of Africa.

He leads LIBSENSE, an initiative aimed at building the information management capability of librarians and researchers, fostering communities of practice, and strengthening local services to support open science and research in Africa.  A certified SIM3 Auditor, he has keen interests in the establishment and maturity of security teams (CSIRTs) in NRENs,

Lourino Chemane

Lourino Chemane is a Professor at the Faculty of Engineering of Eduardo Mondlane University in Mozambique since 2015. He is the Coordinator of the Mozambique eGovernment and Communications Infrastructure Project (MEGCIP) and Adviser of the Minister of Science and Technology, Higher and Technic Professional Education of Mozambique since 2009. He was research and lecturer at the Faculty of Engineering of Eduardo Mondlane University in Mozambique since 1993.

In 2011 he completed his PhD (Doctor of Philosophy) degree in Computer and Systems Science at the University of Stockholm (Department of Computer and Systems Science – DSV), in 2007 a Master’s Degree in eGovernment at the EPFL (Ecole Polytechnique Federal de Lausanne), in 2004 a Licentiate of Philosophy in Computer and Systems Science (PhLic.) at the University of Stockholm and in 1998 the Master Degree in Electronics Engineering (MEng) at the University of Pretoria in South Africa, in 1993 a Undergraduate Degree in Electrotechnical Engineering at the Eduardo Mondlane University in Mozambique.

From 2004 to2009 he was the Chief Technical Adviser at ICT Policy Implementation Technical Unit (UTICT) in Mozambique where he has led and participated in various ICT and eGovernment projects being to mention: The ICT for Development Programme, the Government Electronic Network (GovNet) in its pilot and extension phases, the Government Portal, the Government Centralized Email System, the ICT Mobile Unit, etc. He was a member of the national experts that drafted the Government of Mozambique eGovernment Strategy, telecommunications strategy, which includes the Universal Access Strategy, eGovernment Interoperability Framework (eGIF) and the draft Electronic Transactions Law (Draft). He has contributed and published in various conferences in the ICT for Development and eGovernment.

As the Coordinator of the Mozambique eGovernment and Communications Infrastructure Project (MEGCIP) since 2009, and Adviser of the Minister of Science and Technology, Higher and Technic Professional Education he has been involved with the following projects and initiatives: Conceptualization and establishment of Government Data Center, Mozambique Research and Education Network (MoRENet), CMCs (Community Multimedia Centers), Implementation of eGovernment Interoperability Framework, Migration from Analog to Digital Television, Conceptualization of the National Data Center, Development of Broadband Strategy, Revision of the ICT Policy and Development of the Government of Mozambique ICT Master Plan, Revision of the Telecommunication Law. He is the Mozambique eGovernment Focal Point of the Portuguese Speaking Countries Community (CPLP – Comunidade dos Paises de Lingua Oficial Portuguese) since 2010.

Perpétus Jacques Houngbo

ICT Specialist and Information Security expert, Perpétus Jacques Houngbo has extensive experience assessing IT systems and processes, IT Strategy Development & Programme Management. He uses to work for diverse clients: government, private companies and international organizations. He is more and more engaged in the field of cybersecurity. As such, Perpétus Jacques Houngbo is member of AfricaCERT where he served for several years as Instructor. He is presently Cybersecurity Expert at West African Response on Cybersecurity and fight against Cybercrime (OCWAR–C).

Moctar Yedaly

Moctar Yedaly is a PHD Candidate, Telecom and Computers Engineer with an MBA in international Business. He is graduated from George Washington University, Amity University and Institute of Informatics. He has more than 20 years of International experience in Networks management, resources evaluation and policy preparation. After many years in Telecom industry in the USA and in Africa, Moctar led the Information Society department within the African Union Commission – an Intergovernmental organization with HQ in Ethiopia – from 2007 to 2021.

In this capacity he led key Programs and Projects including the drafting and adoption of the African Union Convention on Cybersecurity and Personal Data Protection, the preparation of the first ever report on Cybersecurity trends in Africa, the creation of the AU Cybersecurity Expert Group. He is a thought leader in digital transformation and convergence of disruptive technologies.

His achievements are well known in Africa and around the world. He led the drafting and adoption of the AU Digital Transformation Strategy 2020 -2030, the implementation of the African Internet Exchange Systems (AXIS). He is the father of the delegation of the Dot Africa Domain Name. His expertise is regularly sought in high-level panels where he focuses on the implementation of innovative responses to address Digital Economy issues.

Moctar is currently leading the assessment of the Digital Transformation in Ethiopia and Cybersecurity Capacity Building Programs in Africa on behalf of several international Institutions.

 

 

Jean-Robert Hountomey

Jean-Robert Hountomey is Founder and Director of AfricaCERT. Passionate for the impact of the Internet on communities, he is one of the pioneers of the Internet in West Africa. He has contributed to several technical coordination and capacity building bodies in Africa known as the African Organizations for Internet Governance such as AfNOG, AfriNIC, AfrISPA, etc.

He also participates in Internet Society, ICANN and the Interpol Africa Working Group on Cybercrime for Heads of Units.

Hountomey, as a vulnerability researcher, brings risk management and global coordination perspectives with regards to Internet Infrastructure operations in the African CSIRTs work.

Nick Small

Nick is a Management Advisor with more than 25 years of business and strategy consulting experience, providing both public and private sector organizations with innovative solutions to their complex business challenges. He has an extensive background in defining and delivering initiatives that support clients in transforming their operations by capitalizing on innovative business models supported by strong governance, security and sustainability plans and policies. He has led strategic initiatives focused on aligning operational capabilities and associated financial investments with business goals and objectives. Nick has managed both the design and delivery of information and communications technology programs with a significant focus on institutionalizing appropriate management and security capacities to ensure stable, long-term service capabilities.

In recent years Nick has specialized in the delivery of cybersecurity and cyber resilience capacity-building and mentoring programmes. Working with recognized experts from across the European Union, Nick has coordinated engagements with national stakeholders to provide support and targeted assistance in the advancement of cybersecurity capacities. Ranging from the development of national cybersecurity strategies, policies, and regulations to the advancement of incident response capabilities, Nick has coordinated and aligned both national and regional initiatives. He had managed strategy development, transformation planning, and solution implementations that support national development goals while applying innovative approaches to address operational challenges. Having worked internationally for much of his career, Nick has extensive experience in delivering business and technology solutions in a variety of environments. He has contributed to a broad range of projects in Africa, Asia, Europe and the Americas.

Prof Bertrand Mbatchi

Bertrand Mbatchi is a personality from Gabon . Since, he is the Secretary General of the African and Malagasy Council for Higher Education. He holds a doctorate in plant biology and physiology from the University of Poitiers , Bertrand Mbatchi began his academic career in 1987 at the University of Sciences and Techniques of Masuku (USTM), in Gabon , occupying the positions of assistant, lecturer then full professor .

He has exercised various educational and political functions in Gabon.

He has been:

  • Head of Department of Biology, Faculty of Science, Masuku University of Science and Technology (USTM) (1990-1991)
  • Vice-rector of USTM  (1991-2006)
  • President of the USTM Research Commission (1991-2006)
  • Founder and Head of the Agronomy and Biology Research Unit (1991-2011)
  • Chairman of the LMD Steering Committee ( License – Master – Doctorate ) (2008-2011)
  • Chairman of the Preparatory Committee for the Estates General of Education, Research and Training-Employment Matching (2010)
  • President of the National University Map Projection Commission (2010)
  • President of the Scientific and Educational Council of the USTM (2011)

On the policitcal front, he has been:

Prof. Abiba Sanogo

Professor Tidou Abiba Sanogo is chair for the Conference of Rectors of Francophone Universities in Africa and the Indian Ocean (CRUFAOCI). She is also the President of the Jean Lorougnon Guédé University in Daloa in Côte d’Ivoire. This Professor is a specialist in issues of Ecotoxicology and environmental sciences.

When she was the Vice-President West Africa in the outgoing office, she was acclaimed by her peers thanks to her positive assessment on which they want to base CRUFAOCI.

Tidou Abiba Sanogo presided over the Jean Lorougon Guede University in Daloa since 2014. She likes scientific associations. She is described as very ambitious, self-motivated, organized, efficient and sensitive. Prof has for a long time been the President of the Association of Women Researchers of Côte d’Ivoire.

On the corporate side, she served as director of international cooperation at the Ministry of Higher Education in the country of Houphouët-Boigny.

Prof. Catherine Ngila

Prof Jane Catherine Ngila is currently the Acting Executive Director of The African Academy of Sciences (AAS) since mid-July 2020. She provides leadership and strategic direction of The AAS’s programmatic and operational management whose vision is to transforms lives in Africa through science. The AAS’s tripartite mandate is; (a) recognizing excellence through the Academy’s highly prestigious Fellowship, Affiliates and Award schemes; (b) Advisory and think tank functions for shaping Africa’s Science, Technology and Innovation (STI) strategies and policies and; (c) implementing key STI programmes addressing Africa’s developmental challenges.

Prof Ngila is the immediate former Deputy Vice Chancellor of Riara University for Academic and Student Affairs (DVC-AA). She is also a former Deputy Director of the Institute of Oil and Gas (MIOG) under Kenya Pipeline Company, in charge of Training, Academic Programmes and Linkages. She is a Visiting Professor at University of Johannesburg, University of Nairobi, and Masinde Muliro University of Science and Technology. She also worked at University of Johannesburg, University of KwaZulu Natal, University of Botswana and Kenyatta University.

Prof Ngila is a Fellow of the World Academy of Sciences; Fellow Africa Academy of Science (AAS); Member of Academy of Science of South Africa (ASSAf); Member of the AAS mentorship programmes; was Co-Chair of the 2021 Commonwealth Science Conference 22-26 Feb; Mentor for Mastercard Foundation; She is a member of various chemical societies and professional organizations.

Prof Ngila has won various Awards; 2021 L’Oréal-UNESCO For International Women in Science Awards for excellence in water research; 2017 African Union Kwame Nkrumah East Africa Regional Women Scientific Awards (January 2017); 2016 South Africa (SA) Distinguished Women in Science (WISA) Awards. She has received various Awards from SA National Research Foundation, Water Research Commission, and Council for Scientific for Industrial Research.

Prof Ngila’s research work is on Analytical/Environmental Chemistry and focuses on water quality/pollution monitoring, modelling methods of water treatment based on nanotechnology, development of analytical methodologies for detecting metal pollutants and other chemical substances in water. She has published over 430 publications comprising of 215 journal articles, 16 book chapters, 18 conference proceedings, 40 keynote/invited lectures and 160 conference abstracts. Her ResearchGate Score is 39.59 with over 2,296 citations; Google Scholar h-Index of 32
